Darktable for OSX is very good for developing. Not sure if there's a Win version.
Paint.net is a doddle to use.
CS2 is free now I think

Depends what you want to do.
Simple stuff - Pixlr / Picasa / Google+ editor
Slightly more complex stuff - Paint.net
Pretty much everything except CMYK - GIMP
Each has an appropriate learning curve (although if you know Photoshop then none will be that tricky).

Pretty powerful once you have the hang of it though.

Just download it again and make sure you copy and paste the number.
Paint .Net, one of the first things I install on any Windows machine. Great application, easy enough to use and covers 95% of what I need.
