Co-Op Twitter says web access is working but many saying it isn’t and they are being locked out.
I need to transfer some money later but reluctant to get locked out for the sake of waiting.

Yep, been a customer for years, no problems since forever until this current mobile app downtime. Clearly it's unintentional, and it's a bit inconvenient, but the online banking worked fine for me yesterday when I needed to make the 2nd/final instalment on a holiday cottage. No dramas were encountered.
If it goes on for days & days, I can see it being problematic for some. But there are alternatives.
I was a Co-op bank customer but loved to First Direct about the time of the Crystal Methodist.
