Don't know about France, but there's nothing like as much money in cycling as football in Spain. Completely different league (no pun intended).

Not a chance - the average transfer fee for one player is pretty much a years budget for an entire cycling team. OK, it varies a fair bit from Team Sky at the top down to some of the lower ranked pro teams but the money swilling round at the top level of football makes cycling look like a paupers sport.
More money = more reasons to cheat.

Not sure what the numbers for TV revenue for La Liga are but in the UK the Worldwide TV rights for the Premier League will bring in around $2.6 billion per season
