How/why do accounts get deleted- I see that Flashearts account has been deleted after he posted yesterday for the first time in ages- was he talking to himself using two logons?
His account is still active.

The short answer is, they don't.
Bans are just that, they get locked out rather than the account purged.
If someone demands "delete my account" then it'll either get banned as above or their password will be scrambled (typical if someone wants a self-imposed ban cos they're too busy and have no self-control). Often if someone's having a paddy then they'll want it back when they've calmed down.
If someone wants their details removing under GDPR then there's a separate process for that - the option for this is in your account settings.
According to the Privacy link (at the bottom of the page), accounts dormant for three years are scheduled for deletion. Whether this actually happens or not I'm not sure, it was news to me when I read it.
