Our (2 storey) house is kind of a semi-detached with a bungalow attached on one side so its roof and pitch follows the line of ours about 1/2 way up our wall. There's an old guy who lives in the bungalow, he told me bits of mortar were coming off where the tiles are bedded down at the ends,in a grumpy 'what are you going to do about it' fashion. I looked and yes it needs re-pointing and noticed the soffits and and fascias could do with some repairs too and re-painting (I don't live there now, been renting it out for a while). I said I'd get some quotes etc which I did. First he wouldn't let me and the the builders on his bit to look more closely, so we stood out in the road to look. The builders said to do it they would have to put up scaffolding on his bit to get above his roof to access mine. He refused point blank to allow this too, even offered to talk to him about compensation for the inconvenience, not interested. So, currently a bit stuffed, I want to get it repaired properly but the funny old bugger is making life hard. He complained, I offered to rectify it, now he won't play ball.
I think he's lost his marbles a bit or might be ill, but we've always been polite to him despite this. My tenant, who's very nice, says he's a miserable sod to everyone around there. Next step? Any legal stuff to look at, can local authority help, or could we perhaps put scaffolding up on our side and somehow bridge across his roof to gain access, or some kind of cherry picker that goes around corners?? Will post a pic in a bit.

Builders/ repairers will have to use cherry packers simple
There are laws to allow you access for repairs to existing structures. Have a look at the Access to Neighbouring Land Act 1992
