We're looking at a house later today with the idea of turning a loft room into a 3rd bedroom.
The loft is already (kind of) finished with a dormer window etc and I think we would only need to put in a staircase to make it a usable space. There is a reception hallway where the staircase would go without much issue.
Is there anything, planning wise, we'd need to be aware of?

I doubt you'd have planning issues, but building control might be interested in understanding floor loads / joist size.
Means of escape, wired smokes, protected stairway etc etc. Once your planning goes in then regs will state what needs to be done.........
Friend did similar, new doors for all rooms in the house (fire rated/auto closing) and wired mains smoke/fire alarm.
It would be worth finding out why, if they have already put in a dormer, they didn't finish it.
Floor loads, fire, insulation, loads of things to take account of to make a proper room rather than a done up attic.

No it's not a requirement, but may be a requirement. Each application really needs looking at individually and bc will advise or an architect who knows what he's doing can offer the same advice.
Chances are the ceiling joists will be epically undersized.
