My mum's birthday is coming up, and she has asked for some lightweight binoculars so she can [s]spy at the neighbours in the shower[/s] watch the birds in her garden etc. I know nothing about them, so could someone recommend at least a decent brand...and hopefully a model. Also, will I actually get anything decent for £30-£40?

IMO no.

I am a big fan of Steiner binoculars this looks like a good deal Steiner £70 ish

Incidentally, why are binoculars always fitted with lenses (expensive) and not mirrors (cheaper)?

Hopefully they are not too bad...

and not mirrors (cheaper)

They use prisms and lenses which allows them to be compact and relatively robust.

A reflector is very sensitive and is easy to knock out of alignment. I think!

Too late but for £30 I don't think these can beat.

Thanks for the link rene59, but the weight would have been a bit much for me old dear at 630 grams.
