A few monyhs ago my wifes car broke down a.d had to be towed home. As she needed transport I bought her another until the other gets fixed which I haven' gotten around to doing ( and she likes this one better ). The broken one hasn' moved since it was towed back and is out in the street taxed but not insured (cancelled). DVLA have just sent a £100 fine through the post. Do I need to pay it or inform them it' not being driven?

You need to pay it and move it off the street or insure the car, I suspect.

If it's not SORN'ed then it needs to be insured.

Pay £100. Do not pass Go.

Doesn’t matter if you drive it or not unless it’s on private ground and SORN you need to pay tax, insurance and mot.

It's taxed and MoT'd .  just not insured as it' not being driven.

Then you need to insure it (unless it gets stolen first and that will save you the need)

For exactly the same reason, it needs to be insured, Third Party. Maybe you can find an insurer who will cover it just for being parked on the road?

So you need to insure it too. “It’s not being driven” is not a reason to not insure it, you’re on a public highway so need to insure it. That’s why you’ve received your fine.

As others have said it needs to be insured, also I'd not make a song and dance about it it sounds like it wouldn't pass its MOT currently and its on the road (even if not moving...).

You have broken the law so you need to pay the fine and either insure it or get it off the road and SORN.

If its on a public road it must have MOT, tax and insurance whether it is driven or not.

If it is on private land you do not need mot tax or insurance, but it is an offence to have a vehicle taxed with no insurance (since 2011) even if it is kept on private land.

Front garden, neighbours drive, anywhere off the road.

Claim its always been there.

Dispute the fine.

Makes no odds if it wasn’t SORN.

You don't need motor insurance if:

you have a valid Statutory Off Road Notification (SORN)
your vehicle has been kept off a public road since before 1 February 1998
your vehicle has been scrapped, stolen or exported and you have given notice of this
your vehicle is between dealers or is being held in stock by an authorised dealer.
