Isnt that one of those Dahon oversized stems. Where is basically 1 giant spacer on the steerer which the stem clamps to, meaning you can adjust height without having to take all the spacers off and re-set the headset.

If you *aren't* relying on the stem clamps then you're doing it wrong.
Admittedly, the chap in they photo is well along the wrongness distribution too...
It's one big spacer with a notch in it. The top cap compresses that then the oversized stem clamps to the spacer.
