Am I right to assume a short cage mech is all that's needed for a 1x11 setup, even if it's an 11-46 cassette, or is it limited to 11-42?

Yes, on paper, but depending on your linkage if it's a rear suspension frame, a long cage mech might work better and provide more tension on the 11 tooth.
