I know it's been done a few times, but what options are there for XS frames? Looking to build a bike up for our 9 year old as he seems to have shot up over the last year and is verging on being too big for his bmx.

Keep hunting on here - they do float up now and again.
I have next up frames you can have for free - a Claud Butler Cape Wrath 4 or a Giant STP. Both need new mech hanger, Giant has slightly squiffy BB threads (the Claud Butler is better). Both around 16" size.
bikediscount.de or whatever they're called often have XS Cube frames for sale.
