I cycle to work and pretty much every day I have to stop at a roundabout when leaving the industrial estate, more often than not the car alongside me has a driver on the phone. Today's was a peach; she didn't even stop talking to pull out onto the roundabout, with the phone almost rammed up her snout. I had time after spotting her to take out my phone and snap a pic, although I didn't. My WINSA is; should I? And if so, what should I do with it? Cops? Would they be interested?

With you OP, these ******* are risking your life. Why wouldn't you be concerned?
Whether the cops will care is another matter. If they are in a company-branded vehicle, a snap to the relevant head office?

Quite a lot of forces have a method to upload dashcam footage these days. If you got a clear headcam clip of the driver on the phone, followed by the reg. plate as they drive off they might follow it up. Often enough they may even have a campaign there.

Let us know when one of these morons kills or seriously injures someone you know. You happy to be on the roads on a bike with them, take it your just as happy if they've had a drink or two.
What I do ( when I see folk on their phone and its safe to do so ie stationary) is use their inattention to get close to them and shout as loud as I can " get off the phone you idiot" Everytime they shit themselves as they are so unaware of their surroundings they have no idea I'm a foot away from them and drop the phone guiltily.

I've done that whilst walking down the High Street. The driver of the car got very shitty with me.
