I don't usually bother with the January sales as I'm too busy enjoying Christmas with my family but I'm going to be building a bike soon.
Possibly getting a Heckler frame and buying forks, wheels and other bits online. Do bike frames and other bits tend to be included in the sales or am I just as well going ahead with it now?

Hard to say really, CRC often have some great sales on frames, but they're often not the most desirable ones, same for forks.
As for Jan Sales though, that's more of a high street thing, MTB stuff is generally discounted as soon as the clocks go back and next years stuff comes out.
