Anyone got/used one ^ with rigid steel (Salsa Cromoto) forks, as i've only seen pictures of it used with carbon/suspension forks with separate crowns. If so, how stable is it and does it rub?.

Also, thinking of starting off in this bike-packing malarky - if I was going to pick one, would it be better to have a load under the saddle or under the bars?

IMO bike handles better with weight on bars, rather than under the saddle.

I've used a Mountain Lion with Salsa Enabler forks. No trouble, although the straps will rub on the crown but it's nothing a bit of tape doesn't sort out.

I have used mine with the Salsa fargo v2 fork. It's stable enough but as said you might want to helicopter tape round the crown to protect it.

I found insulation tape works okay ... but I'm very cheap 😉
