DT Swiss. I've got 28 hole Bontrager Rhythm rims laced to DT Swiss hubs, which are badged as Bonty's. They're not cheap, mind. Might negate the cheap rim option

I saw some cheap rims on CRC and thought they would make a nice cheap wheel, but could not find a cheap 28 hole hub to match

DT Swiss do the 240 or the new slightly more budget friendly 350 in 28h centrelock disc.

The novatec hubs come in 28 hole according to their web site

http://www.novatecwheels.com/novatec/english/p_racing.php?c1=3&c2=10

it may be worth a few messages to the various eBay sellers that advertise them to see if they can get you one. Don't think they have a distributor in the UK as Superstar re-brand them as their own.
