I have previously gone anticlockwise on right and clockwise on left but notice my factory fitted tape on new last year bike is other way...
clockwise on the right, anti clockwise on the left. I think.
Outwards in. 1 - As I find I slide my hands down the drops more than up them. And 2 because that's the way the original tape was when I bought the bike so I assume that's the right way. I could be wrong, often am and I'm happy to learn if I'm doing something wrong so I can correct it.

It tightens if I roll my hands to the outsides. Anti-clock on the right.
Anti clockwise on the right and clock wise on the left. The natural twisting forces created by your hands when you pull on the bars will then tighten and not slacken the tape.

If your pulling it tight enough you dont need the glue, will hold itself on. Plus you get the benefit of a much smoother and neater finish, nowt worse than a lumpy looking tape job where the person hasnt kept the tension up when wrapping.
