Still new at this game. 

Does there need to be an overlap of tape around the valve area?

I bought some wheels with tape & valves fitted but there were big air bubbles under the tape around the valve. I tried to lift the tape to restick down but it tore around there. 

I haven't had time to check to see how much overlap there is, how much does it need to be and should it defo include going over the valve?

I normally do a single layer of tape starting opposite the valve hole so that it overlaps where the rim is pinned. Overlapping by 3 or 4 inches.

As above. Overlap about 10cm but opposite the valve hole. Getting a good seal at the valve can be problematic enough without any additional complications.

if taped properly overlapping over the valve hole causes no issues whatsoever.

Any air bubbles/leaks are due to poorly installed tape

heat a sharp metal pick to make a well sealed, round valve hole.

Yes the tape has been poorly fitted by the shop. If it's not necessary to have double layer at the valve I'll check to see how much overlap there is, if enough (3-4") I'll cut the tape level and restick down and see if it holds.

If not I'll ask the shop for some more tape.

Makes no difference at all imo, except that it can be slightly harder to cut the hole with 2 layers, so I overlap elsewhere.

Schwalbe rim tape applied tightly. Then fit an innertube and inflate higher than you normally might. Leave for 24 hours or so before removing innertube and fitting valve and sealant. Tape will be stuck down perfectly and will never cause you any bother.

Yeah that's the plan, got some bigger inner tubes for that.
