Or what am I doing wrong?

I've installed in 2 different forks, older version of Lyrik and Yari, and I get negative air sucking the fork down in both. I can pull the lowers up by ~10-15 mm. Seems to increase slowly after installation. So I guess air is leaking through?
What should I be checking? Seal damage on the Luftkappe? I don't get the issue with Rockshox parts, I don't think there is any damage inside the stanchions.

If it's been in two different forks before, perhaps the seal is just worn and needs replacing.

It's probably the seal in the luftkappe head. The amount of pressure difference and size difference between the positive and negative gets pretty huge under longer compressions and if it's far enough out of whack then the fork can lose the ability to rebalance (because the piston head isn't moving past the little dimple to equalise it)

I'm pretty sure the luftkappe is compatible with standard rockshox seals- I think I sorted mine using parts from an RS kit.

Thanks. It's been like this since day one, so not from wear. I'll try replacing seals.

Ah, read your original post as if you'd been moving it from fork to fork. I'd maybe double check the static seals in that case. The small one on the bolt threads and the thin one around the base of the cap itself.
