Driving home today, I was in a long queue of cars on a residential street, during which time I had nothing to watch but the car in front of me.

This happened to be a Ford Focus, with bling, occupied by what appeared to be four testosterone-laden young men.

Among them, there were at least two substantial spliffs being passed around, one of which was being smoked by the driver, whose behaviour with the car was aggressive to say the least.

This was on the same road that my wife often walks the kids to school on, and I couldn't help but feel a sense of threat.

Was anything they were doing illegal? And if so, is it uptight to have thought of reporting them for their driving (and mentioning the drugs in the process)?

It is illegal to drive under the influence of drugs - however its hard to prove and in the case of cannabis very hard to prove as all research that has been done( not much) suggests little reduction in driving skills even when very stoned. On the whole cannabis smokers who drive are not likely to be aggressive but instead make mistakes like missing turnings and stopping at green traffic lights.

However you would be well within your rights (morally and legally imo)to report them and I would do so If I thought their driving was a danger to others.

You can report the driver direct to the dvla (or whatever it's called now) for driving whilst under the influence of drugs. They take a dim view.
