I'm ordering a Hope seat clamp for a Norco Charger, seat post is 31.6, excuse my ignorance but is that the size I need ?

That's the seat post size. The clamp size is a little larger. It will depend on the frame.
Easy way is to just measure the diameter of the seat tube in the frame (without the existing clamp if it has one. Though if there's an existing clamp, see if there's a clamp size marked on it).

Not according to the lad at a local bike shop who was adamant that the seat clamp size should match the seat post - I made my excuses...
