Complete road newbie, the brakes on my bike are lethal. What are good cartridge pads? Currently have cannondale c4 dual pivot cartridge pads.

Swisstop GHP II are amazing with alloy rims.
They are indeed, but I'm trying the Blue ones next BXP? These pads really are that good.

The Disco brakes winter ones (Red?) seem to be pretty good, doubly so once you factor in the cost.

Wiggle lifeline range, there a few quid for four if you get the inserts but you may need the holders as well(my friend has a cannondale and it came with one piece brakes) these will be a few quid more and worth buying as you can just buy inserts in future.
KoolStop Salmons are a venerable classic.
Best to check. They come in Shimano/SRAM or Campagnolo.

Tried Swisstop blacks and greens and find them no different in the wet. All pretty scary. They wear quick, so its not like they arent trying. This is on Ultegra brakes and RS81 wheels. My winter bike uses Uberbike ones on Tiagra calipers and they are no better, so suspect its the fat knacker on the top which is the issue.
I'm using blue swissstop pads, they stop well and match my bike. I couldn't ask for more.
Swisstop Greens I like - they are being replaced by the blue ones apparently.
Obvious words here - clean the rims, make sure the cable runs are good and that you're not persisting with old cables, outers, clean and grease the callipers etc
shimano and campag brake shoes are slightly different - god knows why...
edit: thrusy, the black ones are for carbon rim surfaces, the green/blue are ali rim specific !
Have to disagree with you there, or give my opinion.
Swapping to greens on my race bike and cross race bike gives much better stopping power.
Descending certain Pyrenean mountains in downpours are my bench marks.
Wear? my race bike is into it's third year on the same pads.
