Could you get the paint supplier/mixer to match your sticker ?
You could then just by a new sticker for a fiver, and post it to them. Or phone Reynold and ask them (a long shot, I know !).
At worst, you'll send up with a spare 853 sticker that you can then stick on your laptop/phone !
You could give Universal Cycles a ring in Maltby, he used to work at Raleigh and Carlton and has probably seen more Reynolds stickers than any one else I know.
He did a TI Raleigh red and black frame up for me the other year, it's a long shot but something I'm sure he will have been asked before. They do a hell of a lot of old frames up there.

It might not be a RAL colour, in fact it probably isn't an exact match. The only real way to do it would be to get someone to colour match it for and mix the paint or to get hold of the RAL colour cards and look for yourself.
