What type of BB?
Could be all of those things. Grit in the bearings stopping free movement and/or slop between worn surfaces anywhere else.
Threadlock or grease depending where the movement is coming from and which materials are mating.
loose cleats creak sound just like the bb.

yup water, washing out the grease, so dry ball bearings rubbing against the dry shell.
My 'BB creak' turned out to be a worn out saddle with rails that flexed ever so slightly in the clamp at the end of the seat post. I was nine tenths crazy by the time I finally figured this out.
