[Closed] What is "top up", with regards the work cycle scheme?

I've just enquired about getting a £4K bike through the work cycle scheme and the retailer said that it wouldn't be possible because, "there's not enough top up on that amount."
What does he mean??
If my company has a Consumer Credit License, then I don't see why there should be any problem. If the company is effectively buying the bike up front, where's the problem?

Top up usually refers to adding cash to your £1000 voucher to get a more expensive bike. Perhaps he hasn't realised that there's one where you can go over the more common £1000 limit, and thinks you want to top up by £3000, which is probably a stretch 🙂
