Yes. But what is it used for and any idea why it fell out of the packaging for my free grips from my STW subscription?

It's either a handlebar spudger, or possibly a hose un-funger, difficult to tell them apart really...

It's a funnel for injecting wasp's nests with spray.

It looks like the wedge part of an expanding bar end plug. You tighten the screw/bolt and that is pulled into the bar end cap, spreading the flanges, wedging it in the bar.
