So for my second potentially embarrassing post today. 🙂 I have received a bunch of deliveries at work this morning for my new build. I have spent most of the morning cooing over bits and packing them away to take home. I then noticed this on the floor. What is it? 😕
part of a clamp that goes around a seat post or handle bar?
they sit on the caliper bolts to stop them working loose!

It's to stop the bolts on your brake calipers coming undone.
It's to leave in the box that your brakes came in because nobody ever fits them and there aren't millions of threads saying 'help my brake caliper bolts have come undone' so that must tell you something.
PS - is that carpet, lino or flesh?
It slips over the brake caliper bolts to (hopefully) prevent them vibrating loose, i've never used nor fitted them to any bike, if you are in any way semi-savvy with an allen key and occasionally check your bike over before use then throw it in the bin.

Shimano brakes?
They go around the brake caliper bolts to stop them rattling loose.
No idea how necessary they are but that's what they're for.

It's genius weight reduction- if they weren't included, you couldn't save weight by not fitting them.

Was that the tying wire to pass through the drilled bolt heads?, if so then nope.
Avid brakes come with a length of broom handle to shove in your front wheel to aid you in stopping.
That may be a lie but Avid brakes are bound to fail at some point so they should consider it at the very least.
