Go second-hand and budget for a light wheelset, there's a set of Hugo's and husker du's for sale on here.

Jumbo Jims roll decently on tarmac, price is on the increase though.
I've not tried them, but Specialized Fast Trak Fats are supposed to roll quite well and can be had for less than 50 squids.
With the price hikes, you might struggle to find a sub £1k fat bike through CycleScheme, you can currently buy a Voodoo Wazoo for £400 before BC discount and vouchers bought through your employer at a discount.
So plenty of tyre ideas, but what bike?

As above, googlefu suggests Go Outdoors do CycleScheme, making the Calibre Dune a great option. Upgrade the brakes to hydraulics and replace the tyres, happy days.
But i suspect it will cost more than the Wazoo, potentially ~£325 before buying tyres, if you have not already committed to using a CycleScheme voucher.
