I'd guess they meant fixed and freewheel (flip flop if you like) but I'd be checking with the seller to make sure.

Maybe they mean the chain keeps going round when you freewheel, but there is a freewheel at the crank?

Typically when talking about fixed gear it is the flywheel effect, i.e. it feels like you have a flywheel as your feet are being turned around but the wheel moving around.

However, if you are looking at a hub or fixed bike then I would agree that they probably mean free-wheel so yes a fixed/free hub
