3T Luteus have the best clearance I could find out of all CX forks. We got them on offer a while back for less than 300 but currently look much dearer. Open use them on their brown CX / gravel / 27 plus thing.

Lynsky ? I have the endurance model which is 1 1/8" alu steerer, they also do tapered full carbon versions.
Also Whisky do some nice carbon gravel forks but are a bit speedy.
