If for instance someone indulged in a heavy stag type weekend which might have included smoking for 3 days (having given up over a year ago) what effect might this have on cardio fitness and how long might it take to recover?

You'll be dead by Thursday.

Make the most of it.

Im sure the only thing to worry about is making sure you dont continue to smoke or have more lapses.

Cigarettes, cigars or a pipe? You'll be fine. But dead by Thursday, as per the above.

Jazz Woodbines? I note you haven't replied. Therefore I assume you are already dead.

Crack? You'll live to 100 and your fortunes will blossom with every day.

I'm a none smoker but on the odd occasion where I may smoke some speciality cigarettes my chest/breathing will be messed up and my riding will suffer for a couple weeks.
