Do any brands make truely waterproof cycling leggings ? I'm thinking of getting a pair and cutting them off around the knee's with a pair of shorts over the top. After a wet weekend of riding (Oban to Glasgow) I have given up on waterproof shorts. Google trows up plenty of "water resistant" or "shower resistant" leggings, but no "waterproof".

The issue is no sports wear is really waterproof, as the closer to waterproof it gets, the sweatier you'll be, until you're just as wet due to sweat.
You're better off layering, and acknowledging the fact you'll get damp, but can at least stay warm.
For me wet and winter riding is in knee length sealskin socks and winter bibs under narrow fit water resistant hiking trousers. On top I wear a breathable mid-layer jersey (+ baselayer if it's really cold) and a wind/shower-proof softshell jacket.
Comfortable, warm, and not too sweaty.

Endura did their Stealth range of tights/bib-tights. I've used them and it had to be really cold before they became a sweaty prison. Great for sub-zero, long distance mountain biking but that's pretty niche in the UK.
I’ve used Polaris waterproof shorts for a couple of years, picked up on a PSA, and they have been brilliant. They look a bit dorky because they are more 3/4 length but do a decent job.
ajantom has it as far as I am concerned. Give up trying to stay dry and accept that warm and damp is good 😎
As above, I use water resistant tights when the weather is really grim, but even they are too warm unless it's very cold. Roubaix style Lycra is warm enough for most winter riding, even when it's raining.
