I just got this, is it cheap? Nice and light and rolls into jersey pocket. Def go by their sizing chart, I normally take small but medium is fitted on me.

Not sure there is such a thing as good & cheap for waterproof cycling jackets. The main issue is breathability. Boil in the bag is a major issue with many.

I have a Gore Bike Wear Oxygen GT Jacket which I like very much. Excellent cut / fit (skinny), waterproof (to a point, like all of them) and pretty breathable.

Also have an Alp-X Zip Off Jacket which is more versatile but less packable. Surprisingly waterproof considering it's Windstopper (Active Shell).

There are some waterproof race capes on eBay.
Given, you'll be riding like a man possessed which generates a lot of heat and sweat - a waterproof might not be what you should be looking for.
