Put a trustfire 18650 cell through the wash in a trouser pocket.

Still safe to use? Or is it likely to do all sorts of nastiness to electrical stuff, or just catch fire when used?

It will either supply the required voltage and current or it won't. I don't see how it will over supply either which is what might damage a device.

What are you planning on putting it in?

usually a fenix torch, don't really want to fry it or have the cell leak all over it if it starts corroding (do Li Ion cells do the gunky corrosion thing like non rechargables do?)
