What's best and cheapest or best value for money??
Not sure it's the best value, no doubt Lidl/Aldi do some smashers, but I have a couple of these. I've had them for a good few years now and they're lovely and toasty. Yesterday I wore one over some winter bib tights and under just a windstopper on the commute.

One of my best purchases ever is the On-One merino base layer top I bought. Cost me £20 I think and it's been awesome. I use it for Biking, running and football and best of all it doesn't pong so you can use it a few times before it needs a wash.
Odlo
Those Helly Hansen Lifa Warm ones are £25 on Amazon at the moment, Only the Large black ones though. I bought a couple and find them great.

+1
Had always used pure merino, but bought a couple of these from Amazon and have been really impressed. Warm and wicks well. Was pretty chilly out today but that under a merino midlayer was just right.
For outright warmth, my Odlo beats my icebreakers
i bought this recently and it's very warm. Merino will hand the stank better but this is great value
