I have just stripped down my 2014 Pikes to swap the Luftkappe to my new to me forks and it has a top out bumper fitted. The Vorsprung video says no bumper but it was Tftuned that fitted so I am now confused. Who is right?

Vorsprung are right.
I've fitted four of them and always removed the topout bumper.
It clunks a couple of times until the pressure equalizes then works fine after that.
With the bumper fitted it'll block the air from getting into the dome rendering it useless at making the negative chamber bigger.
I have always done them following Vorsprung instructions
Note that we do NOT reinstall the topout bumper.

You could always phone TF and ask if they have fitted it for a reason. I would guess it is a mistake (even TF make mistakes).

Yes, no bumper - it's a pneumatic top-out now.
I had a luftkappe fitted by TFT which was returned with the top out bumper. I sent the forks back and they agreed it should not be there.
