One of the lads i know has a Bizango.
I've been talking with him over getting the front wheel out.... but i'm at a loss...
From what i can see it's a QR but with built in spacers to convert to 15mm maxle. It was siezed/stripped on the head so he got it with a larger Torx and got it off... but the center part doesn't move ?
Am i correct in thinking that's just a sleeve and should tap out ? or am i missing something here ?

Looks like the a Suntour Q-Loc axle. They're a PITA, the barrel at the end opposite the lever tightens down on a collet which means you can slide the axle out but mine was always coming undone part way through removal. Would generally take a few goes to get it out.

Depends, as that collet will need to be taken out or compressed. If that is already out of the way then it should just tap out.
yup, nothing in there apart from that sleeve.
That's knackered, looks like the outer sleeve of the axle is seized into the drop out or hub - does the sleeve turn when you rotate the wheel?.
think you'll need a drift to get that sleeve out.
Then you'll need a new Q-Lock axle.

That's my thoughts too. He's a bit too far away from me to sort. I suggested a socket and some plusgas and then tapping... but it looks like more than tapping may be needed.

Also looking at your photos the dropout looks to be threaded but so far as I know, it shouldn't be for a qloc axle? Is it his from new or has it been bodged by someone possibly?

Ahhhh. No that's the thread in the receiving end of the axle.
Given he's removed the lever end collar by the looks that should now be 15mm od at both ends.
Take that small nut off the qr.
Thread something through from the back with a large enough head to hold.
Screw into the axle with whatever was used sticking out and pull the sticky outy bit really hard!
Or screw a suitable bolt into the axle and whack it.
