there's a loud click as you push the lever to upshift as though a ratchet or something is slipping, and the cable doesn't pull. As the shift lever returns to centre the little chrome arm on the inside of the lever stays sticking out at about 45 degrees
I suspect something has bust inside and its toast but if anyone has a solution, ST probably does!

Have you tried a new inner cable?
Have you checked the rubber cover. If it's not pulled right back into position it can interfere with the movement
Mine did this when the barrel started to pull away from the wire and little bits of wire were poking out into the mechanism. New inner after spending ages digging the barrel out of the lever where it was stuck.
