Is anyone running a 650b 2,8 tyre on 30mm rim with a Reba 29 fork?
If so, what's the clearance like?

No, but perhaps I can save you some aggravation. I am on my 3rd new Reba 29er fork (the original and then 2 warranty forks), and all 3 have been very disappointing.

No, but I am on a 45mm rim - Nobby Nic and WTB Trailblazer are fine.
