First tubular puncture today, tyres are due a change soon anyway so taking the opportunity to fit new.
As I've not done this before is it just a case of one new layer of glue on the rim and mounting the tyre on the wet layer?
Assuming the existing layer is half decent...
Always used tub tape. Bit of a get out but a tad less messy.
Already glued thanks, I'm changing not fitting on a new rim.
You could apply a thin, fresh layer to both and let it dry. Apply another and let it go tacky and fit tub. Don't do it in a carpeted room wearing fluffy clothing!
No reason not to stick a couple of coats on each - if you're going to glue then may as well take your time. Don't forget to stretch the new tire!

I'd put a coat on the base tapes and allow to dry, then a thin coat on the rim and fit whilst still wet. Stretch the hell out of it before attempting to fit it though. Once on the rim add some air and check for straightness and bumps, this is your window to straighten. Once you're happy, bang it up to pressure and leave for 24hrs.
Base tapes never come pre glued.
This advise is for road tyres, cross tyres id go 2 coats dry on the base tapes before fitting.
Got a spare rim to stretch the new ones on?
I would go for 2 coats on the base tape and at least 1 on the rim dried before putting a layer on the rim and putting the tub on.
I have never seen a pre glued tub either
