without having to go custom, where can I get a 16'' touring frame for a 5ft 1'' lady.
don't want a hybrid or a mtb frame.

yes, the karakhoum (sp?) but it is big hefty lump to be honest.

A 16.5" Surly Long Haul Trucker. It has 26" wheels but that is probably appropriate for a small frame.
Or a 16.5" Crosscheck. 700c wheels.
