Its not the bike, it's the front brake - The Bontrager Speed limit on these models

[i]A small number of 2013 Trek bicycles were made with an attachment bolt on the front brake quick-release that can loosen. This could allow the cable clamp to detach and potentially result in the loss of use of the front brake of the bicycle. If this happens, the rider could have difficulty stopping the bicycle.

The affected models are listed below.
To ensure the safety of your customers, please check your inventory to see if you still have any affected models in stock. If you do, please hold this inventory until it has been repaired.

EDIT: Details edited in after I posted..

M8's just put together bike using a Madone frameset, he'll be gutted as he's yet to ride it (but supposedly safe and sound).

The official line:

[i]We will notify consumers by sending a letter and an email notification to each owner of an affected bicycle who registered his or her bicycle with us. Further, we will post notice of this recall on our consumer web site at www.trekbikes.com.
Consumers will be directed to bring their bicycle to a retailer for repair. We have ordered replacement front brakes and they will be shipped to you on an as-needed basis to repair consumers’ bicycles.
In addition, we will prepare posters to alert consumers who come into your store. Posters will be sent as soon as they are completed. Please post them in a prominent location in your store(s) for at least 120 days.

Yep, looks like it's UK Madones too. But you don't have to send your bike back- just take it in to a Trek dealer
