What's the best method? Something to treat the rust and then something to seal it? Don't think I will be able to source any touch-up paint so is there a clear sealant that would work?

0000 grade wire wool is mega fine and will take the rust off without doing to much harm to the paintwork. Then spray some clear lacquer over it

If it's just some small scratch you don't want to keep rusting then I'd just put some clear nail polish after cleaning with the steel wool.
Done it countless times over my steel frame "career", sometimes to my surprise the nail polish was tougher than the paint around it

I'd treat the rust too personally. Rustins Rust converter, converts rust to.....not rust.

Cola and Scotchbrite, rinse and dry well, seal as above.

Remove surface rust and degrease. Treat with rust converter(phosphoric acid or citric acid). Touch up or seal.

Pretty much the above. light sand on the rusted area. Wipe, dry. Use nail varnish to touch up. If you go to somewhere that stocks these things you might be able to find a colour match.

I've used the rub down and clear nail polish trick with some success.

Now looking at Humbrol, Airfix etc enamel paints, one of those little 14ml tins could be ideal if it would work. Anyone know?

My bike’s a weird colour (sort of almost-matt grey, but looks green-ish certain days but depends) yet Humbrol No 28 looks like it could be a dead-ringer. If not exact I can buy another colour and mix a closer match? Great bike but the powdercoat is soft and chalky.

Also artist’s acrylic-paint under the nail polish/lacquer could maybe work. Easy and cheaper to mix nearly any colour with a small set of paints.
