Cannock is the normal option but they're not hiring "proper" bikes at the moment.
PS cycles at cwmcarn? taxi from Newport ?

Bike Park Wales? taxi from Merthyr tydfil
The Peak District.
Tons of stations. Tons of bike hire places, even ones where they'll bring the bikes to where you are. Tons of routes.

Going to Cardiff uni without a car made me realise there's actually a bunch of riding in south wales easily assessible via train, but the above 3 are the only ones i can think off that do bike hire.
You've also got antur in north wales but i believe that's still not running due to covid.
Is there any bike hire in Betws y coed? you could go ride the Marin trail from there.
You could also get the train to Malvern or Church stretton and hire a bike from Dirtworks/blazing bikes respectively there.
When the Dean Forest Railway reopens (1st August) you can get to Parkend from Lydney Junction. Bike hire from Dean Forest Cycles right next door to Parkend station. If you time it right, you might get to travel on a real choo-choo!

Train from crewe or chester to llandudno junction, hop on the train to blaenau ffestiniog then walk up the road about 20 mins and you are there.m
Afan Argoed. Train to Newport then bus or taxi or catch a ride up.
Is Fort William too far?
You can hire a bike in town and ride to the Nevis Range or take a bus or taxi to the Nevis Range and hire a bike there.

Martins Heron station, hire bikes at the Hub.
Though half an hour or so walk maybe. There's a fair number of places accessible by train but easier if you're taking a bike with you.
Not sure it is quite a trail centre but Bristol has a few stations, of the Metrobus takes you close to Ashon Court. Don't know if PedalBikeAway are back open yet for hires, I know they are coaching.
