I think the previous owner didn't clean off the DOT fluid properly after his bleeds = paint has flaked off my brakes.

Can anyone recommend a black paint / enamel paint which will stick to a fresh metal surface?

You can buy car brake caliper paint from Halfords motosave etc.

Can't see why that wouldn't work.. Probably overkill as it will be rated for higher temperatures than a bike will see but it's very tough and hard wearing.. a starting point unless someone suggests something better.

Something like this for example
https://www.amazon.co.uk/Resistant-Calliper-Engine-Paint-Caliper/dp/B00AC1ZTAI/ref=mp_s_a_1_2?hvadid=79989502354620&hvbmt=bb&hvdev=m&hvqmt=b&keywords=black+brake+caliper+paint&qid=1557063966&s=gateway&sr=8-2
