Recently got a gravel bike and it has two bottle mounts on the top tube. I’m looking for a small bag that bolts onto it. Everything I’ve seen so far is too big and tall. I only want to carry a phone, tyre levers and a tube in it.

Restrap, Apidura and 76 Projects are the ones that immediately come to mind for that. Unusually, the Restrap one isn't the most over-priced!

Im astounded by the prices, and to 'dress' the bike for any sort of trip appears to be costing between 250 to 300 quid.

All the ones mentioned are too big.
I want something small <0.5l. Something like a roadie saddle bag but for the too tube.

Look at Alpkit, used one of their seat packs last weekend, was only £34 and worked very well.

I have a 0.8 litre top tube bag and it would be a squeeze to get those items in. Depends on size of phone, tube, etc, but your saddle pack is probably less limiting in terms of shape. Top tube bags need to be quite narrow so they don't get in the way of your legs, hence they tend to be a little taller, usually towards the front.

You can get fitted out for a lot less than that, if you are prepared to shop around a bit.
The Planet X bags are pretty good & you can get a full complement of bags (saddle pack, handlebar bag, frame bag & top tube bag) for <£100.

I got a Lomo frame bag for £25, they do a handlebar bag for <£20 & a saddle pack for £35.

Lifeline (Wiggle) also do good value bags. I've got their large top tube bag which was £20.

I've just put a 47/60-584 (650b) tube with a couple of tyre levers into the Tri Dry Bag. The phone is the problem and would need to be no more than 120mm high and slim. My 6.8" screen won't go anywhere near fitting

Thanks for the suggestions everyone. Had a free hour this morning and an old broken castelli bag. This is the result.

Top job, however...

Top tube bags need to be quite narrow so they don’t get in the way of your legs...(+1)

...have you ridden it yet?

Pretty close but doesn’t interfere when pedalling.

Are you sure that's a Castelli Mini? My XL takes a (gravelish) tube, levers, multitool and a key. Not really any spare room - certainly not for a phone.

Anyway I thought the idea of a top tube bag was for easy access to stuff you want whilst riding, snacks for example. I'd leave the tyre stuff under the saddle, unless of course you're fitting a big bag.

I have a light that attaches to the saddle so a saddle bag is a no go unfortunately.

Sorry its a castelli xl saddle bag.
My phone (iPhone 12)just fits but pushes the sides out a bit too much. But it easily takes a pair of pedros tyre levers spare tube and Co2 can. Which is all I really want it to carry.
Food and the phone can go in the rear jersey pockets.

For no real logical reason I really wanted to utilise the top tube mounts.

I have one of these on all my bikes
TT bag

They've got a stiffened side and base. I just drilled through and used a washer on the inside of the bag. Fits phone, and food in with easy access on the ride and can leave it partly open with a trimmed jelly baby bag poking out 😁

Top zip means your goodies/valuables won't fall out the side if you're not quite paying attention which would be my concern with your work around.

They do a bolt on version as well. It will take a phone, wallet and small amount of food but that's about it.
