Trying to find a top-tube bag that'll fit a Liv Tempt 1. It's designed so the top tube and (main?) tube run together for the first couple of inches.
Both of my bikes have a Deuter Energy bag but they've got clearance between the two tubes, and space to wrap it around the headset.
Any recommendations for about £20 very welcome, it's mainly to house my partner's mobile phone and keys.

I've an On-One bought Podsacs bag - just 3L but enough for repait kit, windproof, phone and key.
It's basically an old triangular corner bag.

The Lifeline Top Tube Bag has only one large strap towards the back & another that goes around the headtube.
I've got the large version & if you need me to, am happy to measure the distance from the front of the bag to the strap to see if it will clear that initial portion of top/down tube.
It's a great bag.

Thanks stumpy, there's a diagram with measurements on the site so will take a look later and compare against mobile phone size. Looks like it's either that or the ones that mount towards the rear as per other posters' suggestions.
You can also run that Lifeline one backwards so it goes up against the seat tube as you mention.
Looks better behind the top tube though.
If looking for more storage, have a look at the LOMO frame bag. It's great value and like like it would be a good fit to that frame if needing to carry more substantial items.
I got one for Christmas to use on my Inbred.
Another vote for the lifeline top tube bag, fits on my one one fatty with similar layout of tubes. Also have the 76 projects adaptor which gives more space away from the stem and ease of removing.

I've used an Evoc one (forget which size though. I'd guess the small) - big enough for a tube CO2, tools keys etc...

It's got lots of different slots for the velcro loops, so have managed to fit it across a range of bikes in various places.

I've got an Alpkit bag on my XTC that's roughly similar - maybe not quite as long a joined section, but not far off. Don't know if they've changed the design, but the older ones has a daisy chain of loops on the base to you could put the straps where you wanted. I just ran a longer velcro to loop round the joined section.
