I fitted a Works Components headset and the top cup is pretty beefy, reducing the amount of steerer tube I have to play with. The stem nips up fine but the top stem bolt is just above the steerer tube. I know this is not ideal, but how dangerous is it?

If the top pinch bolt is above the steerer tube then that's about where I'd draw the line at not riding. Lower stack height stem or else a Thomson type clamp?
If the whole bolt is above the steerer then I'd not ride it.
If the bolt just goes above but most of it is on the steerer, and it's an ally or steel steerer then I'd ride it (and do on one bike).
Thanks all, found it a good excuse to order a DMR 35mm Defy stem and Wingbar combo. Better to be safe than sorry.
You'll probably find the instructions tell you not to do this.
