I have some cranks that take 110 bcd chainrings.
can I run 2 of these on it?
say a 30 and a 38 toother

With a front mech or just manually lifting the chain across when stationary?
I think you'd need ramps and pins to get a mech to move the chain from the small to the big ring.
I run 2 surly rings on my mtb. no pins or ramps and they shift fine.
Fundamentally, yes, it'll work, assuming you're shifting by hand so that you can ensure the chain sits on the N/W teeth correctly. If you're using a derailleur then you can't use N/W rings.
The one thing you may need to bear in mind is that, depending on the rings, they may be countersunk for use on either middle or out positions, which means if you use them in the "wrong" position either you lose thread engagement or you turn one of them around (functionally not an issue with an unramped ring, just a potential aesthetic one).
chain is a 8 spd one, hopefully it will seat properly.

Shifting by hand, you’ll be fine.
My concern would be using the easier gears while in the bigger ring, as the chain will be at a fair old angle, and there’s not much room for the chain to move about on the ring, due to the thicker alternate teeth.
Might be better not using NW ones, at the expense of their benefit.
Yeah, that's a fair point, you'll get a lot of rub on the wide teeth.
If you want two rings why aren't you going for two standard rings and a derailleur?

CRC's clever site won't let you choose the wrong size. (If you select the correct BCD)
IIRC you can get a 33 tooth 110 bcd but are quite rare, 34 is more common as the smallest.
yup 33/34T is the smallest.
