The new $25 tax will be applied on every bike sold for over $500 in the state.

Surely it should be applied to every bike under $500 as you're far more likely to put more effort & expel more CO2 shifting a heavier BSO?

Have I been thinking about this too much?

Awesum. You could tax paople gthat walk too: that will raise your co2 emissions unless you take fairy steps.

iirc a cyclist is a gazillion times more fuel efficient than a motor scooter. And so the cost of administering the fair taxation of projected co2 emissions on a cyclist (over the emissions he/she would still have using a car or public transport, and in correct proprtion to co2 emissions per mile for motor vehicles) would outweigh the tax yield many times. Bravo!

I love it when people try to argue over the Co2 produced by people exercise. It shows that they don't understand primary school science.

The Co2 someone produces is irrelevant, unless you go back the the extra food produced for that person to respire, in which case you would be taxing the food for the co2 produced in producing.
