Can I run either an inset headset or an larger outboard one and what will the difference in either be?

Probably but it may depend on what steerer you have on your fork. If you have a zero stack lower headset cup it's going to lower the front end slightly, but it may only be feasible with a conventional 1 1/8 straight steerer. Depends on the dimensions of the headtube, what size is it?

19" carbonal avenger.

Tapered fork to go with it and I have a King inset.

Will it lower the front end too much?

No, it's not going to make that much difference at all and the frame will probably have been designed with that in mind too. It'll be fine as long as the headtube, headset and fork steerer are all compatible.

do check that none of the gubbins on the top of the fork legs will hit the down tube if you run can inset headset....
